You are running out of memory for something that /etc/rc is trying to
do. 

You may be able to rewrite /etc/rc so it doesn't use so much memory --
look especially for any scripts that add spawning an extra shell
level.

This should be better with 1.7.2 which will have shared text (we have
been promised).

If you are running with the RAM disk you can get more memory space by
keeping your root on a disk. On a machine with limited memory (<1M for
an i86 system or <2M for i386) I advise  running with the root on a
hard disk partition.
