No, it is ROOT and USR that can be combined.  The two TINYUSR images
contain the same stuff as USR but split over two 360k file systems for
the benefit of those who only have only 360k drives.

You can combine ROOT and USR on one HD diskette and use it to install.
The RAM disk must be disabled due to lack of memory.  All this is
explained in the usage manual.
