NOTE: Energetic electron fluence at greater than 2 MeV subsided to moderate
levels today.  The anticipated interplanetary disturbance did not arrive as
expected. The intense stratospheric warming centered over eastern Siberia and
influencing the polar region continues and is slowly weakening. The
temperature gradient is reversed between 60N and the pole in the lower and
middle stratosphere.  The mean zonal wind at 60N is very weak at 10 HPA.
Major warming is in progress.
