ZS0, 1 and 9 Deleted

Today, the ARRL Awards Committee voted unanimously to accept an ARRL
DX Advisory Committee, DXAC, recommendation to delete Walvis Bay and
Penguin Islands.  The deletions are effective March 1, 1994.  That
was the date that these areas were turned over to Namibia.  There
are now 326 current countries on the DXCC List.
