Symptom:

Your internet provider use static local ip-addresses.
You have entered this address into the file /etc/ppp/options.
In former versions of pppd this worked, but now the following error messages appear in the file /var/log/messages:

Jan 19 23:10:51 erde pppd[584]: sent [IPCP ConfReq id=0x1 ]
Jan 19 23:10:51 erde pppd[584]: sent [IPCP ConfNak id=0x4 ]

Cause:

In the newer versions of pppd (2.3.10) the local ip-address is passed during ip negotiation only, if the option noipdefault is NOT set.
But this option is given explicitly when wvdial launch pppd.

Solution:

Use the appropriate option of wvdial instead of the entry in the file /etc/ppp/options.
Edit the file /etc/wvdial.conf and insert the line
Force Address = <ip-address>
below the entry of your password.
