GHANA BROADCASTING CORP. Heard on 25 Feb 93  on a Frequency of 4915
KHZ in  french, signal was only fair at the time. at 0608 UTC
 
Radio KUWAIT heard on 13620 KHZ on 26 Feb 93 with excellent signal at
1955 UTC
 
R. CENTINELA DEL SUR heard until S/OFF at 0330 UTC on a frequency of

Also to be noted that every night this week Radio NIGERIA , KADUNA on
4770 KHZ has been having a Number Station right on top of it...making
the reception of the station impossible until around 0455 when the
Number station Signs Off..

Effective as of February 28, 1993 the ONLY SSB Feeder transmissions
from VOA Bethany is a half hour of German on 10869 USB from 2200-2230.

All other SSB Feeder transmissions have been cancelled. That means the
feeder on 19261.5 kHz is now silent.

If you would like to listen to Radio Havana Cuba the main frequency is
6010 AM & 9815 SSB at 7:00 PM EST in a two hour format repeated at 9:00 PM.

The round table is meant to be a non political forum and open to anyone who is a RHC listener or interested in Cuba.

Being on the list means you will be on a mailing list of contributions
in a magazine format. Your name and or address will not appear unless
you specifically request that.

Currently there are many people who would like to help the Cuban
people in one way or another but for the average person it is
extremely hard to contact other people or organizations. A complete
list of contacts, email addresses ect will be available as they
arrive. One big problem is that the average listener in the USA does
not have any way of communicating with RHC quickly, or cheaply with
out a lot of effort. The RHC listeners group has a number from which
all calls are forwarded to RHC in Havana.

All calls are forwarded to RHC in Havana with a maximum delay of a
week. All calls are sent via the weekly flight from Canada to Havana.
Callers should make their call before Friday 9:00 am and it will be in
Havana Sunday afternoon and at RHC Monday morning.

Deutsche-Welle are to take over all German external broadcasting with
effect from July 1st. It will take on all the responsibilty it
currently shares with Deutschlandfunk.

It is expected that Deutschlandfunk will become solely responsible for
home broadcasting within Germany

The new right-wing coalition government of Estonia has set up a
controversial council with full control over broadcasting. The
nine-member council will have the power to award and withdraw
frequencies and licenses to television and radio stations. Broadcast

1512 ER P3 is rebroadcasting R Sweden's program in Estonian 1530-1545.

The Ostankino television company has reached agreement with the
Estonian authorities on relaying the Russian channel to Estonia.
Ostankino has agreed to pay all relaying expenses. The Russian
television company and the St. Petersburg television company have not

GERMANY: 1143 AFN Bremerhaven is going to close down on March 31st,

1044 DT64, MDR's program for young people, has reduced the power to

The people shaping the budget for the new Clinton administration in
the United States want to close Radio Free Europe and Radio Liberty.
They say the stations have done their jobs, and their USD 210 million
a budget is needed elsewhere.

It's been proposed RL/RFE merge with the Voice of America, which would
take over their facilities, but not their budget. The two stations
broadcast in 23 languages spoken in Eastern Europe and the former
Soviet Union, most also carried by the Voice of America. The proposal,
which would have to be passed by Congress, does call, however, for USD
30 million to set up a new Radio Free China. The Economist via SCDX

I suppose that as from 28 March 1993 the broadcasts at 1900-1955 and
2000-2050
UTC will be inversed like last summer.  The reason is that the Voice
of Greece can use the VOA MW transmitter at Kavala (792 kHz) only at
2200-2230 local time and they prefer to use that half hour for
programmes in Balkan  languages. 
 
  We here at RVI will wait until the end of March,
until the 28th to introduce a new schedule, that's when the
continental countries of the European Community switch back to Summer
Time, Summer Daylight Saving Time. Others will make changes this
weekend, or rather from the first of March. Although we have four
weeks to go, I'll present our new schedule today, as I don't want
anyone to complain about not having been informed in time: so here it
is, as I said: from the 28th of
March :

 on weekdays, that's Monday through Saturday, we broadcast

We carry additional broadcasts to the Belgian troops in Croatia on
Saturdays from 16.OO to l7.OO h in Dutch and French on 9.905 kHz and
on Sundays there's a broadcast for the Belgian paratroopers in Somalia
from l6.OO to 17.OO h on 15.540 kHz, if they're still there, of
course, which is most likely.
 
And of course, all these transmissions, or most of them anyway, are
going out on mediumwave, from O4.OO to 23.OO h on l.512 kHz.
 
Note that the programmes in German, French, English, Spanish and
Arabic are in fact not half-hour programmes but have a duration of 25
minutes.

As you will have realised the major change, as far as Brussels Calling
is concerned, is tha all transmissions come one hour earlier. Here are
all our frequencies : 5.910, 9.905, 9.925, 9.930, 11.695, 13.655,
13.675, 13.685, 13.710, 15.530, 15.540, 17.540 and 21.815 kHz. I hope
I've got them all there.
 
HCJB: The religious broadcaster HCJB of Quito, Ecuador, with
programmes in English from O7.OO h is on 9.600 kHz from the first of
March, in replacement of 6.205kHz. The parallel frequency is ll.835
kHz. News is at O7.30 h.
 
WWCR: We also note that WWCR of Nashville Tenessee is back on 7.435
kHZ after unsuccessful attempts on 12.160 and 9.370 kHz.
 
R.ALLA: Eugene Gebruers reports the disappearance of Radio Alla, which
he liked for its folk music programmes I reckon. The station is no
longer heard on any of its 10 shortwave and 2 mediumwave frequencies.
 
ZAIRE: the announcement in the BBC's German-language DX
programme that the monitoring service had observed La Voix du Zaire on
its longstanding frequency of 15.245 kHz.  Extensive monitoring by
Eugene produced no results at all, except that at l6.30 h, as the BBC
said, there is indeed a programme in French that can be heard, with
great pain, under the signal of the Voice of America, carrying news in
special English.  So, from l6.30 until the end of that broadcast, and
only then, only when the Voice is active, there is indeed a station
carried on the same wave, in French.  Could that be Za#re ?  Hopefully
it is, and hopefully it will be audible at other times as well, when
the frequency is clear, as we here in Belgium are very keen on
first-hand information from Kinshasa, especially in these times of
deep political and economic crisis in our former colony. Hopefully,
also, Glen Hauser is right when he said La Voix du Zaire would at some
time in the future use a new transmitter on 15.245 kHz. Eugene last
heard Zaire on that frequency on the llth of September l987, four and
a half years ago. From March l988 the transmitter packed it in
indefinitely. So, if any of you has heard Zaire on 15.245 kHz, please
tell me.

include the Sunday 0800 UTC airing of WoR. As Spring approaces

R.BOSNIA: via WHRI, Dianne Mauser heard them Thursday Feb.11th at
0100 on 7315 KHz originating from the San Francisco Area since they
had a 415 area code phone number. The broadcast was in EG, and

VOA: Dianne Mauser reports that according to John Vodenik of VOA-
Bethany, VOA has changed their policy, and are now accepting QSL

R.VILNIUS: BBCM reports that R.Vilnius has reported on continuing
problems with transmitters outside Lithuania. EG from Vilnius is

6055, and 5960 at 2108 UTC playing Pop music, reception was fair.

VOICE OF VIETNAM: announced a new mw frequency for it's domestic
svc. on Jan. 1st. 639 Khz mw with power of 250 kw. The svc. from
Central Vietnam is beamed mainly to the Central, and Northwestern
parts of the country. The frequency is on the air daily from 2145-
1600 UTC (18 hrs total) relaying Voice of Vietnam domestic svc.
programs. Programing is extended by 1 hr. till 1700 UTC to air

R.TBILISI, GEORGIA: was picked up in Japan in late Jan. from 1600-
1630 UTC on 9565 KHz, reception was poor with weak signal. The

R.Korea (in EG) via Skelton, England from 2030-2100, and FR from 2100
-2145 UTC, and general svc. from 2145-2230 UTC. As from July 1st
each station will add 1 hr exchange relay. R.Korea in Korean from
0630-0730 UTC, BBC will add Cantonese from 2300-0000 UTC. Frequencies

KJES, NEW MEXICO: Trying to get back on the air from 1300-1600 UTC
on 11715 KHz, and 1800-1900 UTC, and again from 2000-2100 UTC on
9510 KHz. (WoR #684)

WWCR: the 3rd Harris 100 kw transmitter is undergoing final testing
at the factory but, has not yet arrived. Never the less, They (WWCR)
are confident that regular programming on it can begin by Apr.5th.
May be on the air testing a few days earlier. There will be some
additional airings of "WoR" on that new transmitter. The frequencies
planned are 5810 KHz to be used at night, and 15610 KHz to be in

R,+TV CONG FUNG, VIETNAM: (Possible spelling?) was received in Japan
on 5062 KHz on Feb.27th from s/on at 1000 UTC to s/off at 1200 UTC.
in VT with relays of Voice of Vietnam domestic svc. The station is

RFPI, COSTA RICA: has come back on 21465 KHz after the bad storms we
had in March. the winds blew down their towers so, they have an
antenna for 21465 KHz erected at a lower level. It is coming thru

KJES, NEW MEXICO: is now on the air everyday of the week on their

WWCR: is now scheduling a tape delay of the President's weekly radio
address on Saturday from 2230 UTC on 15685 KHz, and a repeat Sunday
morning 1245 UTC also on 15685 KHz. (WoR #686)

WHRI: will present "DX DAILY" (via R.Miami Intl) in a 15 minute format
starting Apr.12th Tuesday-Saturday at 0130 UTC on 7315 with a repeat
at 0600 UTC (except Saturday) using 7315, + 9495 KHz. On Saturday the

  foreign service. Radio Austria (Kurzwellenpanorama) mentioned

R.KOREA: (South Korea) relay via Skelton in the UK.  On the seventh Radio Japan
said in "Media Round-up" the operation starts on the first of May, with
English from 2030 to 2100 UTC, French from 2100 to 2145 and German from
2145 to 2230 h.  From the first of July there would also be a
transmission via Skelton from 0630 to 0730 kHz.  The announcement is
vague about what language this programme would be in.  Frequencies are
not known as yet, not to me anyway.

R.YEREVAN: Here now some changes logged by Eugene Gebruers since the March 7.
Armenia : Radio Yerevan in French from 2230 to 2242 h and English from
2242 to 2255 h can be heard on two frequencies : the old 744O kHz and
the new 11920 kHz.  The station announces three frequencies, but on the
seventh, as you willl hear, they were still playing an old tape:

Radio Yerevan on 7440 kHz. Also heard on 11920 kHz.

R.MOSCOW: Over to Russia, first for the Dutch-language programme of Radio Moscow
International: that's from 18 to 19 h UTC on 11920, 9720 and 9640 kHz.
You will have heard about the tension in Russia between President
Yeltsin and the Congress of People's Deputies.  For those of you who
understand Russian Eugene reports fair reception of Radio Rossiya.  At
certain hours this stations brings live coverage of the debates.  The
best frequencies for us here in Belgium are 15365 kHz, and , in USB,
l8.870 kHz.

R.VILNIUS: In Lithuania, Radio Vilnius is now on 9.810 kHz for its broadcast in
English to North America from midnight to midnight thirty UTC.  New
frequency : 9.810 kHz, replacing 7150 khz. Here's a recording Eugene
Gebruers made of Radio Vilnius on that new frequency: MGT :.... LW : so
stay tuned to Radio Vilnius.

And from Lithuania to another republic of the former Soviet Union : the
Ukraine.  Radio Ukraine International is broadcasting a programme in
English from 2200 to 2225 hrs UTC and can be heard on the following
frequencies. As usual Eugene has listed them in order of reception
quality: 7240, 11770, 6010, 9710, 11960, 9860, 6020 and 15195 kHz.
There might be other frequencies as well, of course.Eugene says Radio
Moscow is still playing its silly game of trying to occupy as many
frequencies of Radio Ukraine as possible.  As soon as Kiev starts
broadcasting on a new frequency, the Russians jump on it to spite them.
All very childish, if you ask me.  English to North America from Radio

In the UK, a new station is carrying out test transmissions on 1215 kHz,
the old mediumwave frequency of BBC Radio 3.  Eugene made this recording

DX Daily would return April 12 on WHRI. The first airing will be UT Tu-Sa
