History

In Year 1 the nations of Earth banded together to form the first world 
government.  Twenty years later the first Lunar colony is established.
Interstellar travel begins after discovery of PULAC CRYSTALS on Luna in
the year 47.  The first interstellar outpost is established in the Varitang 
System in 52.

In 106 a figurehead Emperor is established from the only remaining 
terran royal family.  Emperor Justin achieves actual power by returning 
efficiency to the world government.  Thirty-four interstellar colonies 
now exist.

Due to the need for colonists in the off-world colonies, involuntary 
colonization begins in 106.  The Emperor sends prisoners to the edge 
of known space.  In 110 the name of United Earth is changed to the 
Stellar Empire.

In 131 the First Rebellion occurs.  The colony Detinus secedes from 
the Empire after secretly arming its ships.  The war goes badly for 
the Empire due to its small navy.  In 133 the colony Tate rebels against 
the Empire too.  In 136 a new company, the FET, specializes in running 
the blockades set up by the rebels over Imperial worlds; keeping the 
Empire from crumbling.

In 137 Admiral Secudus of the Imperial Navy launches a desperate assault 
on Tate.  The attack barely succeeds with the aid of Tatian royalists.  Mass 
executions are ordered.  Only Detinus remains in open rebellion.  The 
Imperial Stellar Patrol is formed in 138 to secure Imperial supply 
lines.  Finally in 142, the Imperial Navy and the ISP crush the Detinus 
Rebels and the colony is reduced to debris.  Some rebel leaders and 
a sizeable force disappear into unkjnown space.

In 155 the Emperor dies.  His son, Jasil, assumes the throne.  The 
Imperial Survey Service (ISS) is formed in 158 to explore new worlds 
in unknown space.

In 162 the Emperor declares that civilized space will be termed the 
Inner Empire and that no ships may mount weapons therein.  Jasil establishes 
powerful asteroid fortifications at the edge of the Inner Empire.  It 
is now unreachable by armed ships.

The GREAT EXPANSION is declared by the Emperor in 175.  Numerous space 
academies are establshed to train citizens who desire to adventure 
in the Outer Empire, also known as the Capellan Periphery.  Imperial 
Charters are granted to the FET,SMS, SSL, AFT and GTT so that they 
might operate in the Periphery and supply the Inner Empire with raw 
materials.

In 181 the Canally Accord is signed, defining the Capellan Periphery, 
and the ISP is charged with its protection and enforcement of Imperial 
Law throughout.

In early 182 the gravitational anomaly in the Portia system was recognized 
as a black hole leading to the unexplored areas of space.  These new 
systems are the homes of several sentient races, notably the Swinettians 
and the Samillians (SAM).

Also in 182 a sentient race known as the Flagritz (FGZ) began a series 
of attacks in the Periphery.  These resulted in a declaration of war 
in early 183.  After several bloody confrontations, a peace agreement 
was signed in mid 184.  A minor FGZ presence is allowed in the Daemon 
system.

In 183 a pirate organization, the RIP, becomes increasingly active, 
provoking several Imperial responses.  These pirates have continued 
to be active since then, although the Empire has always managed to 
subdue them.

In late 184 Community Ordinance and Munitions (COM) was granted an 
Imperial charter.  The COM's fanatical religious stance and their 
unusual abilities become the source of great controversy within the 
Periphery.  In early 185 the EEM is chartered and granted a monopoly 
on the construction of ships within Imperial space.

During 185 the Imperial Services become embroiled in an armed conflict 
with the USS Second Fleet, along with IND and RIP elements.  Although 
this ugly period in Imperial history resulted in temendous Imperial 
damage, it was also instrumental in the eventual disintegration of 
the USS.

In 186 the Second Rebellion occurs.  A group calling themselves the 
Capellan Provisional Republic (CPR) is formed and declares open rebellion 
against the Empire.  The CPR is composed of approximately 25% of the 
IAN and rogue elements of the USS.  ISP  Commodore Travers Swift rallies 
the Imperial Services and the CPR is crushed and eradicated from the 
Periphery.  

In Mid-187 the Emperor reorganizes the Imperial Services.  In recognition 
of their work, the IAN is renamed the Imperial Capellan Navy (ICN).  IAN 
PD Endon and ISS PD Peco retire to the Inner Empire after appointing 
experienced and loyal officers as replacements.  The Emperor also 
makes the COM a part of the Imperial ground forces.

Following the Second Rebellion, certain elements resurfaced and gained 
control of Farhnam's Kind.  These elements negotiated a settlement 
with the Stellar Empire wherein they are allowed to possess Farnham's 
Kind for the remainder of their lives, with title passing back to 
the Emperor after their death or upon violation of the agreement.

In mid-188 the RIP begin a major summer offensive.  It is countered 
by a joint IMP-EEM fleet.  As a result of general confusion, the alien 
KZK race fires upon an ITS freighter over their homeworld.  Several 
attempts to negotiate fail and the KZK vow to fight to the death, 
and do.  

After a late 188 nova in the Canally system destroys the two stars, 
a new blackhole appears in 189.  The ISS successfully evacuates several 
thousand of the native Gregos to a new homeworld after the nova.  Several 
new systems are connected directly to Canally as a result of this 
nova.  The Empire provisionally annexes the North Cape and Coral systems.  The 
descendants of the DTR are discovered to be living among these new 
systems.

In 189, Imperial Marine (COM) HQ colony of Rept on Utopia MCXVI is 
attacked.  The COM are then absorbed into the Imperial Services and 
Rept is rebuilt.  While investigating these accusations, the unarmed 
Survey Cruiser, ISS Troy, is destroyed by Farnham's Kind.  All members 
of the ISP and ISS take an oath to pursue Farnham's Kind, and to fight 
anyone who harbors this moonship.

In late 189 the RIP have a minor resurgence after their ranks are 
bolstered through the defection of several ISP members.  Following 
a brief rebellion, the RIP revert to their former pirate ways.  The 
RIP are defeated and 2 of the former Imperials are killed and the 
third is granted clemency.

In 190 the Emperor offers the hand of friendship to the DTR.  He is 
greeted by an attempted ambush at Pikoil.  A joint Imperial/company 
fleet surprises and destroys the DTR and their allies in two large 
battles.  After a change in DTR leadership, the Empire agrees to an 
arbitrated selltement.  The annexation of the North Cape System is 
confirmed under this settlement.

In the midst of this imbroglio, several other new races make contact 
with the Empire.  The FOE ask the Emperor to release a demonic creature 
known as The Master who terrorized several colonies before being trapped 
in a special prison by the GTT.  The FOE launch a major biological 
attack on the entire Capellan Periphery in an attempt to secure the 
Master's release.  Virtually every Imperial and company colony is 
infected with the Foelian Plague.  Although the death rate is low, 
this unprovoked act of aggression earned the evil FOE the undying 
enmity of the entire human race.  A cure was found for the plague 
by the Barots (a sentient race).  The Emperor vows to never release 
the Master and he is relocated to a new "prison" whose location is 
known only to the ISP Periphery Director.

The RIP become active again in 190.  The Imperials rallied assistance 
from the Chartered companies and beat the RIP, but not without serious 
casualities.  When the Qumans (QSN) were found to be supporting the 
RIP in violation of their treaty with the Empire, war was declared.  This 
short and bloody war ended with the unconditional surrender of the 
Qumans just before their home colony would have been destroyed.  Under 
the terms of the peace the Empire reclaimed the Drell system, with 
the exemption of the planet Oduds.

Shipbuilding

The Empire commissions  all their new ships from either the Inner 
Empire (new players) or from the EEM.  Although certain groups have 
the technology to build hulls within the Periphery, the EEM has been 
granted an absolute monopoly on the ownership of shipyards within 
Imperial space.  No exceptions are allowed.  The construction of all 
capital warships (PB, BB, DN or example) by the EEM requires the
authorization of the ISP Periphery Director or his Deputy.  Additionally,
Dreadnoughts are only allowed for members of the ISP.  Under no
circumstances may a Dreadnought be lawfully possessed by anyone who is
not a member of the ISP, regardless of how it was acquired.

Stargates

The Stellar Empire regulates the number and positions of Stargates 
located within its sovereign space.  The locations of all Periphery 
stargates must be approved by the ISP, in advance, before lawful construction.  Further, 
it is the position of the Empire that any attack upon a lawfully constructed 
stargate is either an act of piracy or of war; and that under no circumstances 
will company postings or wars be sufficient justification for an attack 
upon a stargate.

Special Abilities

All  Imperial Services -

1. Ground Parties can set an aggression rating 20 points higher than
their morale.

2. Imperial ground military forces fight with a bonus of 10% in combat
factors.

3. Imperial agents operating at colonies of human Imperially chartered
affiliations have a 50% less chance of being caught.

ISP - 

1. Can do 15% additional damage in space battle against enemy positions.

@BODY-NOINDENT = 2. Thorlium protects their ships using a multiplier 
of 18% rather than 15% per coat

ICN - 

1. Can do 10% additional damage in space battle against enemy positions.

2. The same Thorlium protection bonus as the ISP.

ISS -

1. In space battle receives 10% less damage from enemy weapons.

2. May launch PLANET PROBES and SYSTEM PROBES in 1 TU.

3. May GPI a sector in 10 TU's rather than 14 TU's.

4. May map a sector in 5 TU''s rather than 8 TU's.

5. May GPI a world from orbit in 1 TU, rather than 5 TU's.

ITS - 

1. Hulls of ITS ships can contain 25 MU's each.

2. ITS ships can be hit 10% easier in space battle.

IMP (Imperial Colonies) - 

1. Suffer only half the morale decrease of colony security crackdowns. 

2. Gain only  20% of the normal morale benefit from supplying drugs
to colonists.

Mission Statement 

To preserve, protect, and expand the Empire; enforce Imperial Laws 
within Imperial Space; and to assist the Imperially chartered companies 
in their efforts to enhance the prosperity of the Empire.

Mission Objectives

1. The preservation of the Canally Accords and the sanctity of the 
Geneb System.

2. The protection of the assets, both real and personal, of the Emperor 
and of the officers of the Stellar Empire.

3. The extension of Imperial authority and protection to additional 
entities that desire inclusion within the Imperium.

4. The preservation of peace and stability within the Empire.

5. The impartial application of Imperial Law for all petitioners within 
the Empire.

6. The encouragement of commercial enterprise and economic prosperity 
by the Imperially chartered companies.

7. The maintenance of amicable relations with foreign governments.

Political Structure 

The ulimate leader of the Imperial Services is the Emperor (GM).  However, 
the Emperor very rarely makes decisions for the Imperial Services 
in the Capellan Periphery.  He usually relies upon the Periphery Directors 
of each service to decide issues that fall under their domain.  The 
Periphery Director of the ISP is the senior Periphery Director in 
the Capellan Periphery.

Imperial Policies

These policies include clarifications to Imperial Law. Other Imperial 
Policies may be included in the governmental blurb that appears from 
time to time on the bottom of ship/GP printouts.

1. The following substances are considered illegal.  Possessing any 
of these is a postable offense: Whitecloud, Cortalon, Black Lotus, 
Kinshi, Araldo Potion (only if Kinshi is also in your possession), 
Cevene, Methfren, MSD.  

2. While enslaving any sentient race is illegal, placing colonists, 
crew, or troops on a colony's market report for the purpose of allowing 
other Imperial citizens to hire them is not considered enslavement. 
Fees charged by colonies must be reasonable.  Hiring must be done 
by Imperial citizens only.  Hiring or transferring sentient beings 
to other races who will enslave them is considered enslavement.

Organization

The various functions of the Imperials are divided up among the individual 
services. The PD of each service is in charge of his service's particular 
function. The "Head Imperial" in the Capellan Periphery is the ISP 
PD, followed immediately by the ISP Assistant PD. The Emperor is commander-
in-chief of all Imperial Services. 

Each Imperial Service has as its primary concerns the Mission Objectives 
above.  These take precedence over the goals of any particular service.
However, each service does have secondary objectives.  As with the Mission 
Objectives above, these are hierarchial, with each one taking precedence 
over the previous one, and the Mission Objectives taking precendnce 
over all.

ISP

1. The preservation of the Canally Accords  and the sanctity of the 
Geneb System.

2. To provide an elite military force with large warships to assist 
the ICN in its military missions as needed.

ISS

1. To explore, map, GPI, collect and catalog all information regarding 
the Emperor's possessions within Imperial space, and to constantly 
update this information.  To constantly search for new colony sites, 
resources, and lifeforms - evaluating their potential for benefit 
to the Empire.

2. To discover as much as possible about areas outside Imperial space,  by 
any reasonable means, and to evaluate the potential to develop them 
for the benefit of the Empire.

3. To recognize, investigate, and establish relations with new sentient 
lifeforms inside and outside Imperial space.

4. To protect all life in Imperial space, including: a) protecting 
the ecology of all worlds, b) controlling and banning dangerous substances, 
c) controlling the transportation and use of native lifeforms, drugs, 
beverages, and food items, d) protecting native sentient races from 
interference and exploitation where appropriate.

ICN

1. To enforce Imperial Law.  To implement all IMP policies inside 
and outside the periphery.

2. To conduct scouting and recon missions of enemy and potential enemy 
positions, and maintain this information.

3. To investigate all reported violations of Imperial Law, and to 
conduct unsolicited investigations into possible violations of Imperial 
law.

ITS

1. To provide military transport capability for Imperial ground forces 
to and from actual or anticipated points of military conflict.

2. To provide deep space naval support to the ISP and ICN, including 
boarding support, repair, and resupply.

3. To service the shipping needs of all Imperial colonies through 
the hauling of strategic minerals and vital equipment.

4. To ship humanitarian aid to or evacuation from, non-Imperial colonies 
run by Imperial citizens in times of emergency.
