History

From his great throne, Foebeus, the Lord of Darkness stirred.  His 
attention was drawn to a tear in the fabric of the multiverse.  As 
he peered through he noted a strange phenomenon.  It was light, an 
entire universe of lighted stars and warm planets.  On the planets 
were creatures basking in the universe of light.  His hunger for the 
power of this new area was overwhelming.  He spoke to his minions 
for the first time in eons, "Go and seek new things of knowledge and 
if the myths ring true that the MASTER lives among the light, spare 
nothing to find and recover him for me. Spread the way of darkness 
in my name and you shall have power beyond light. Find the MASTER 
and earn the favor of the Dark Lord."

Thus the Foelians came to be in the universe of light.  Over thousands 
of years they searched for the MASTER.  Other races of beings were 
discovered in the universe of light.  The search for the MASTER began 
to occupy less and less of the Foelian resources, but still retained 
a strong place in their 3 hearts.

Having found that an alliance with other races would be beneficial, 
the FOE became members of the Trans-Canally Alliance.  They are strong 
believers in the TCA and abide by all that it stands for.

Affiliation Description

The FOE have many good traits.  These include the fact they are expansionistic, 
practical, militaristic, always honor their written word, and are 
good dancers. Likewise they have many bad traits.  The FOE are power 
hungry, greedy, sadistic, sacrifice and enslave their own and other 
races, like to gamble, and take unnecessary risks.

Physical Description

The individuals of the Foelian race are  known as DEMONS. Being creatures 
of darkness, the FOE have no real shape and only quasi-real substance.  They 
appear to obvservers as an unshaped, shadowy, biped with uneven features, 
small wings, piercing red eyes, and often, a barbed tail.

Membership

Prospective members must be approved by a unanimous vote of existing 
FOE players and must be accepted by Foebeus himself (the GM).

Political Organization

The FOE political structure is very simple.  All FOE pledge loyalty 
to their superiors out of respect and fear.  All FOE ultimately pledge/worship 
the Lord of Darkness, Foebeus.

To gain power and position through assassination and deceit is not 
only honorable but is the normal method of promotion through the ranks.

The caste system of FOE life is rigid.  The powerful and high born 
occupy all positions of power and own all things, including the other 
classes.  Those who show a talent for destruction and combat become 
members of the demonic hordes that fight for the FOE.  The low born 
and weak make up the slave, or working, class. 

Goals

The FOE seek to collect knowledge and power in the name of Foebeus.  They 
seek to expand their technology and power by exploiting the universe 
of light.  They seek the being known as the MASTER and to regain  
him for the Lord of Darkness.  As a result, the FOE oppose any beings 
which may separate the MASTER from his rightful place with the Lord 
of Darkness.

Shipbuilding

The FOE may produce the Devestator (47) and Inquisitor (46) ship class.

Special Abilities

1. DEMONS have no ability to produce manhours.  They rely exclusively 
on slaves and workers to operate their colonies.

2. FOE ships may cloak themselves in the shadow dimension for a maximum 
of 4 TU's, once per turn.  Korondite is not necessary.

3. May carry 30 MU's per hull due to the Foelian ability to shift 
the reality of material substances.

4. Through demonic possession of a host body, FOE positions may hire 
agents from orbit, without landing at a colony.  This action costs 
no stellars but takes twice the normal number of TU's.

5. Due to the slave nature of the lower class minions of Foebeus, 
all FOE colonies have a maximum morale of 50%.

6. Due to the quasi-real state of the FOE in this universe, FOE ships 
do not lose pulac items during a black hole transition.

7. The multi-dimensional phasing of the FOE cause their ships to take 
15 TU's to accomplish a jump rather than 20 TU's.

8. As with most alien races, the FOE are unable to train their troops

Special Foelian Expansionistic Rules

The FOE recognize that the forces of the Lord of Darkness have not 
gained a foothold in the universe of light.  They seek to expand the 
evil influence of Feobeus so that it is widespread throughout the 
universe of light.

The following rules apply to how the FOE may spread the influence 
of the Lord of Darkness.

1. The FOE seek to add new systems to their Dark Empire. 

2. Whenever the FOE seek to add a new system to their Empire, it must 
be at least 10 jumps away from the system they most recently added 
(must be counted without using the same system twice).

3. It must be cleansed of all colonies belonging to other affiliations.

4. A Foelian colony must be placed in that system and a Shadow Gateway 
must be erected at that colony.  To erect a Shadow Gateway the colony 
need only attain a Class of 5 or greater and the Gateway is automatically 
established.

5. At the time the FOE announce they are adding a new system to their 
Dark Empire, they must submit a Declaration of War to each of the 
affiliations having a colony in the system.  This war will be limited 
in nature, confined to the new system.

6. The FOE have 12 months to fulfill these conditions, from the date 
the Declaration of War is approved by the GM's.  However, the FOE 
may not attempt to annex more than one system at a time.   Six months 
must pass from when a war is declared to the time a subsequent war 
may be declared.

7. Since the Foelian Laws insist that the FOE attack only the weakest 
individuals, only the most sparse systems may be attacked first.

8. A system is removed from the FOE Empire any time no Shadow Gateway 
exists in the system.

Foelian Laws

1. Travel in the Dark Empire is forbidden to non-FOE positions without 
special written permission from a FOE priest (colony governor).

2. The weak shall be persecuted and have no rights.

3. Opponents of the FOE shall not be eradicated.  Any captured colonists 
will be disposed of as follows: 50% spared for future use, 20% become 
work slaves, 30% are sacrificed to Foebeus.

4. It is forbidden to destroy goods without purpose, even under threat 
of capture by the enemy, as they may be recaptured another time.  The 
FOE believe they can  sometimes achieve victory outlasting an opponent.

5. To deceive and falsely negotiate or trade, for personal gain, is 
honorable. However, no FOE may break a written contract signed by 
any FOE priest.

6. All visitors to a FOE temple (colony) must provide the resident 
priest with a living sacrifice to the Lord of Darkness.
