Governmental Affiliation

History

Much of Flagritz history is shrouded in mystery and myth.  What the 
records do indicate is that the Flagritz had a massive civil war break 
out in their home system many years ago.  As a result, various paramilitary 
societies were formed for their own protection.  They were semidemocratic, 
almost anarchistic , Republics.  Each was based on a military-hierarchial 
organization with the officers (Atamen) attaining a nobility status.  Each 
Ataman had dictatorial authority over his Republic. 

As each Republic grew and developed, it was agreed that a governing 
body (Rada) be formed to assist the Ataman in his decision making.  The 
Rada is a type of folk parliment.  It has the power of life and death 
over all its members, including the Ataman.  This provides a check 
and balance system.  The Ataman makes the final decision in all matters, 
but with that power, is accountable to the Rada.  If the Ataman makes 
a decision that proves disasterous to the Republic he heads, the Rada 
could vote to have him ousted and executed.  This rarely has happened 
in Flagritz history, but one clearly recorded incident occured with 
the Ataman of the Craggen Republic.  

The Ataman decided to move his people from the Flagritz home world 
to what is known today as the Capellan Periphery. First, exploration 
ships were sent.  Next, huge baseships ventured forth to conquer the 
new territory for the Craggen Empire.  Unfortunately for the Ataman, 
he suffered defeat against the human Imperial forces.  The Rada for 
the Craggen Republic was quick to take action and the Ataman was promptly 
executed for the dishonor he brought to the Republic. The Rada elected 
a new Ataman and colonized at what is now knows as FGZ Flagritzville.

Rumors abound as to who the Flagritz are.  It is best said that they 
like to challenge fate and court death riotously.  They are given 
to adventure and are rebellious, unvanquished, and non-conformist 
to the standards of other races.

Liberty is the passion and battle cry of the Flagritz.  The cause 
of Liberty must be fulfilled even before the cause of the sanctity 
of life.  The Flagritz have been known to raid, ambush, and indulge 
in the warrior life.  Others call it a pirate lifestyle.  Fighting 
ceases to be a means to an end, and becomes an end in itself.  It 
is their profession, pleasure, and game.  It can be summarized in 
two words - Empire Builder.  

The slogan of the Flagritz is: "Whatever Ataman orders, we fulfill, 
we smite and destroy."  Another common Flagritz motto is: "Fight the 
Flagritz must, if only to keep fit for war."

Physical Description

The Flagritz is an odd looking sentient being.  They stand 8 feet 
tall and are granite in color.  They have keen eyesight with seven 
eyes (three in front, 2 in back, and one on each side of their heads).  Due 
to this increased sensory input and their mental strength they are 
excellent in space combat skills. 

Their bodies are pear shaped, with a long neck that measures 1 foot 
in length. While they have muscular thighs and legs, their arms are 
somewhat small, measuring 9 inches in length.  Because of their frail 
upper torso their ground combat skills are lacking.

Political Organization

Because of the Flagritz's anarchistic tendencies, organization is 
kept to a minimum.  Flagritz society is divided into discreet units 
called Republics. Each Republic is led by an Ataman, counciled by 
a Rada (as described in the history above).  Since the great civil 
war, also called the "Time of Troubles", the Flagritz have been at 
peace with one another.  They have been known to unite together in 
times of war and plunder, yet it is not required of any Republic to 
come to the aid of another.  They have a great dislike for any type 
of law but have agreed to abide by a minimal set of laws for the greater 
good of all the Flagritz Republics.

Laws

1. No Flagritz technology or ships may be sold, traded, or transferred 
to any person or race other than a Flagritz.

2. Each Republic is independent and has the right to determine whether 
or not it desires to join another Republic in battle.

3. If a Flagritz Republic wishes to battle another Flagritz Republic, 
a formal, written, declaration of war must be issued to the other 
party before battles may begin.

4. Each Republic has the right to claim systems for the Flagritz provided 
the new systems are adjacent to systems already controlled by said 
Republic.  In order for a system to be claimed in this manner it must 
only contain Flagritz colonies.  In the event other affiliations control 
colonies in these systems the Flagritz must issue a declaration of 
war against them with the goal of claiming their system for their 
government.

5. Each Republic has the right to establish treaties with non-Flagritz 
races but no other Republic is required to abide by them.

6. For reasons of organization, all Flagritz Republics agree to allow 
other Republics to buy and sell at their colonies provided a declared 
state of war does not exist between the Republics involved.

7. Colonization rights and territory rights are not required to be 
recognized by any Flagritz Republic. This relates to other FGZ Republics 
as well as to non-Flagritz affiliations.

8. Written authorization must be obtained by non-FGZ positions prior 
to entering FGZ territory. Unwelcome intruders are subject to posting 
and possible attack. 

Goals

Because of their very nature, no Republic can establish goals for 
another. Therefore each Republic has the right to establish their 
own goals.

Special Abilities

1. FGZ colony morale never falls below 70%

2. No routine maintenance is required of FGZ ships.

3. in non-battle situations FGZ ships are slightly faster than other 
ships.  (0.5 is used in the base speed calculation rather than 0.7)

Membership

Only those BSE players with a minimum of 1 year experience are allowed 
to apply.  A new member must join one of the existing Republics for 
at least 6 months before being allowed to begin his own new Republic.

As in the case of all alien races, the GM has the final decision 
reguarding the suitability of an individual player seeking to join 
the FGZ. 

Ship Building

The Flagritz may build two ship classes: the Flagritz Scout (#35) 
and the Flagritz Baseship (#36).  A maximum of 8 Baseships may be 
controlled at a time.
