                               Command : OFFER

 SYNTAX:
   [mc ##] Command : offer treaty <CNUM/CNAME> <ETUS>

The offer command is used to offer a treaty  to  another  country.   You  must
specify  the  country  to which you are offering the treaty, and the number of
Empire Time Units over which the treaty will be "enforced."

In addition to the command line arguments, you must also  specify  the  treaty
conditions  for yourself and for the recipient.  The offer command will prompt
you for each possible treaty condition one by one.  (For more  information  on
the clauses and their effects, see the description of treaties)

Treaty conditions need not be the same for each side.  For  example,  you  may
choose  to  say that the recipient cannot build nuclear devices, but omit this
limiting clause when specifying the conditions applying to your country.

Once you have offered the treaty, a message will  be  sent  to  the  recipient
indicating your generous offering.  If the other country signs the treaty, you
will be notified that it has gone into effect.

                               Command : OFFER

Once signed, the treaty is not binding!  However, each time either parties  in
a treaty attempt an action which would violate a signed treaty, the actor will
be reminded of the treaty allowing the actor to reconsider the  action.   Each
actual violation will eventually find its way into the news.

Because treaties are typically time consuming to draft, they tend  to  cost  a
great deal of bureaucratic time to compose.
