                               Concept : Nukes

 Nukes are units constructed by  nations  to  arm  delivery  systems  such  as
bombers  and  missiles  with  nuclear charges, increasing destructive power of
those systems.  Nuclear devices come in many flavors, and do  varying  amounts
of damage depending on the yield.

To build a nuke, a nation must spend construction materials in  a  functioning
nuclear  plant sector that has excess available civilian workforce.  This ini-
tial construction will cost 100% of the full cost of the nuke, since nukes  do
not have efficiency associated with them.

Nukes can only take damage from other nuclear blasts in their  sector.   Since
there is no efficiency associated with a nuke, the damage taken represents the
percentage chance of destroying the nuke.

Seizure of the sector in which they reside will result in the  destruction  of
any  nukes,  although  the  destruction  is  silent  (i.e.  the  nukes  do not
detonate).

Missions associated with nukes can be proscribed by treaty.

         bomb  Drop a nuclear bomb.
        build  Construct a new nuclear device.
        scrap  Convert an existing device into component materials.
    transport  Move a nuclear device by ground.
          arm  Arm a delivery system with a nuclear device.

               The capabilities of each nuke are given by  the  show  command.

cost  The total cost of the nuke,
avail  The total amount of available work required to construct the nuke,
materials  The varying types and amounts of commodities required to build  the
      nuke.
