                              Concept : Missiles

 Missiles are units constructed by nations to boost spacecraft into orbit,  to
provide defense against intruding aircraft, to intercept enemy nuclear missile
attacks, and to perform both nuclear  and  conventional  missiles  attacks  on
enemy  land  sectors.  Missiles are constructed to either carry cargo (conven-
tional or nuclear explosives, or spacecraft) or to perform  interception  mis-
sions in defense of friendly soil.

Missiles, like the other kinds of units, are built and owned by  nations.   To
build  a  missile, a nation must spend construction materials in a functioning
airbase sector that has excess available  civilian  workforce.   This  initial
construction will cost 10% of the full cost of the missile, and it will create
a 10% efficient missile in the airbase.

As time passes (assuming the airbase is 60% efficient  and  there  are  enough
civilians  available to work on the construction of the new missile), the mis-
sile will gain efficiency each update.  Until the  missile  reaches  100%,  it
cannot perform any sort of mission.  For each 1% of efficiency built, the own-
ing nation will be charged 1% of the missile price.

Once a missile is completely constructed, it is free to  perform  any  mission

required of it.  Missiles do not require mobility, as they are one-shot  units
and  are expended (destroyed) during the course of executing the specific mis-
sion.
