 				InetRover README

This code provides the original InetRover functionality - it performs 
tests and updates the PROBLEM.FILE when tests succeed/fail.  

For performance reasons, the pingd will perform all pings, and will also
read/write the PROBLEM.FILE.  The PING() module is stubbed to return failure 
or success based on whether the PING problem exists in the PROBLEM.FILE.
