What is the "Fast Mode" on MP3 files?
The "Fast Mode" option increases the encoding speed of MP3 files
by lowering the encoding quality a bit, this encoding quality
reduction is most of the time not recognized by the human ear.

Here are some encoding times done with "Fast Mode" enabled and
disabled on different computers, the track length is 4 Minutes.

What is the "Fast Mode" on OGG files?
The fast mode has nothing to do with the quality on the encoded files,
instead will the encoder use 90-100% of the CPU power enabling upto
25% faster encoding times. The fast mode for OGG files is not
recomended for slower computers as it will have minimal effect on the
encoding times on these computers.
