As far as I know, TADS is not available for the Apple II series, and
although this is pure speculation, I really don't see Mike Roberts ever
producing it on that computer.  Honestly, I didn't think there was much
of ANY market for the Apple II anymore.  As for C, I believe that TADS
was written in that language, but if I were the writer of a product of
this quality, I certainly wouldn't go around displaying the source code.
