I think Minix already does most of that, except for the GUI and maybe
the web browser.  I'm not sure about ANSI C on 286, but for 386 etc. you
could use gcc.  For 286 machines you could also look at ELKS, although that
project seems to have lost its momentum since Minix was released under the
BSD license.
