In the old days of DOS it was possible to shrink the partition 
with FIPS.  I don't know if this is possible with Windows 98.
Latest versions of FIPS may handle it, althought I never used
it personally.

You can find FIPS on many sites, including:
	ftp://ftp.cs.vu.nl/pub/minix
however this is not the latest release.
