This just bit me as I was attempting to post the XEmacs FAQ.  There is
no default language environment set in 20.0, and this causes tm to use
ISO-2022-INT-1, which has a rather destructive effect on ISO8859-1
characters. :-(

Shouldn't we have 'european be the default language environment?
