Above the XEmacs source tree.  They are /supposed/ to be built to
contain **/*.info* and **/*.elc from above `xemacs-20.3-bxx',
ie. `xemacs-20.3-b4/lisp/gnus/gnus.elc' etc.  I made a mistake
recently in the past on this, but I think I have it down now ...

No.  Above the source tree.  You should probably do another `make
install' after you get the binary built.

If it should work above an installed tree and doesn't, that can
probably be fixed if some explains what's needed and it doesn't
involve an undue amount of pain on the maintainer's part. ;-)
