I'm guessing that most of the functionality in c-fill.el already
exists, although it may be spread out among CC Mode and filladapt (and
friends).

Is there any reason to keep modes/c-fill.el in XEmacs 20?

What about c-comment.el?  Looks like Kyle's the author of this but its
copyright hasn't been updated since 1989.  Do we still need this file?
