It sounds like an alias gone bad.  Note that there are no aliases of
that symbol in stock XEmacs 20.2.  What kinds of mule-aware packages
do you have in site-lisp and reference in your .emacs?

Hmm, does imply then that if you start `xemacs -q -no-site-file' and
hit the open file button this error triggers?  If it's only on loading
your .emacs, grep through all the external (outside of the normal
XEmacs distribution) stuff you're loading for that symbol.
