I'm the one who put that file there.

This was not really meant to be used at large: even if you would go pass
the SM.dll problem, it would not run.

XEmacs on NT is not ready yet.  David Hobley is working on making it
work with X (i.e. you need an X server on NT to run it) and I'm (very
slowly) working on a more "native" port.  

However, if your willing to write some code to help, drop me a note.

PS: It is "XEmacs", not "Xemacs".
