Common usage is "formatting" and "formatted".  I have never seen it spelled
otherwise in the U.S.  English spelling may vary, however.

My argument is

1) "formate" is a word.  Formate is a formic acid salt.  While it doesn't seem
   to make sense, "formating" and "formated" seem like they would have
"formate"
   as root.

2) Look at "mate" and "mat".  "mating" and "mated" have "mate" as root.
   "matting" and "matted" have "mat" as root.  "formate" and "format" are
   quite similar words.  So "formatting" and "formatted" make the most sense.

Anyway, it boils down to common usage.  Unless someone can find many brands of
of "pre-formated" disks at the store....
