Oh, we complained and complained about it before 19.12 was
released.  There were more than a few issues like this that
just got ignored because there was so much going on and so much
jumbled mail traffic in the lists back then.  And now, for that
matter.

The gist of the complaints were that you can't copy text by
dragging the mouse if button1 is an `activate' button.  Solution:
make button2 always be the `activate' button and leave button1
bound to mouse-track.
