I've only noticed this at home on a tty, and I'm at home now so I
can't try it under X until tomorrow.

xemacs -q
C-x C-f .emacs (or any file)
C-SPC
C-n (or other movement like C-f, C-v, etc.)
  - you'll notice that the mark wasn't really set
C-w (or M-w, etc.)
  - and sure enough, you see "The region is not active now"
    in the minibuffer

The same thing happens if you insert a file (C-x i) and immediately
try to mark a region.

This has been driving me mad for a while, but I thought I was just not 
doing C-SPC firmly enough or something.  But it's happened so much I
just had to see if I could figure out what was happening.  If this
behavior is to be expected, please explain, because I don't
understand....
