I just want to add further support that what some people think is
essential is not what others think is essential. I know _no one_ here
who uses c-mode. The most used package is auc-tex (which was until
recently an _add-on_). After that comes prolog mode - which is so
stripped down that it might as well be fundamental mode. Our system
administrator is about the only person who does anything in C - what
does he use? VI! (OK, he also uses some Windows visual thingy - which
looks kind of fun, but I digress)

Other than that, a few people use vm and gnus and of a lot of people
use e-lisp for configuring things. Hopefully that will change though
with the advent of custom.

But then again, that just describes the situation here. Most of the
world programs in C. I think if there is a totally stripped down
version no one will use it by itself.

Just an idea, what about adding a nice way of automatically retrieving
new packages? Of course this could cause headaches for system
administrators if everyone started filling their home directories with
private copies of auc-tex or other packages. But there could be an
"install" mode that asked the person installing XEmacs which packages
should be included.
