Sorry for the misunderstanding.

I don't think it's a good practice to have two (or more) packages that
do the exact same things, and have even their *variables* called
equally.

If time.el really can do everything reportmail can, then it's just a
matter of some people being whimsical, not of a real fault of XEmacs'.
