tried balloon-help again.

o often the balloon has no message.  sometimes it does, sometimes it
  doesn't, and it'll go back and forth as I move the mouse around

o hoses the VM toolbar.  e.g. if I sit on the Delete button long
  enough for the balloon to appear, then click on the button, all I
  get is a honk.  message isn't marked for deletion.  tried turning on
  debug-on-error, but it isn't triggered.

  once this starts, clicking most of the toolbar buttons (Next,
  Previous, Delete, AutoFile, File, Reply, Print) produce the same
  response.  oddly, Compose and Visit work.

  moving mouse back into the VM frame then back over the toolbar
  doesn't help; have to move out of frame and back in, and click on
  desired button before triggering balloon-help.

  a couple of times when I was trying this, I got seg faults, but the
  cores were useless since this was 19.15 built for speed.  rebuilt a
  version --debug --error-checking=all and no optimization, but I
  can't get it to core now.

o another problem involving the VM toolbar.  sometimes the redundant
  message, which should appear in the minibuffer, appears at the
  bottom of the balloon.  I've seen this with other balloon-help
  messages as well (stuff that should be going to the minibuffer
  appearing in the balloon).

o tried moving mouse over letter symbol when there was new mail.
  pretty cool, but once the message seemed to disappear.  that is, I
  have (setq vm-auto-get-new-mail 60), and VM got the mail, but it
  didn't appear in the summary buffer, and g produced the message
  "No new mail for /home/turner/Mail/INBOX".  scared me for a minute,
  but when I quit and restarted VM, the new msg was there.

the worst news is that I can't reproduce any of this with -q
(IYCRIWMQINAB), and I haven't been able to reproduce the seg fault
with the debug version.  so as usual I'm just reporting behavior,
hoping it triggers something.

unfortunately, I'm probably just going to turn off balloon-help, since
the behavior I'm seeing is so annoying and I just don't have time to
investigate further.  so I probably won't have any further info.
might be worth having in the FAQ, though, in the form "if you're
seeing this behavior, try turning off balloon-help"...
