It finished after 24 minutes.

That's a possibility, I'm using OpenWindows.

XEmacs 20.1b8.  I told configure where Xpm is, and where to put
xemacs.  No error or debug switches.

I'm using a Emacs-W3 3.0.70 compiled with Emacs 19.34.  Using the
Emacs-W3 bundled with XEmacs 20.1b8 doesn't seem to improve matters
(started drawing 10 minutes ago).

The numbers I get for custom are worse than those reported by Kyle
Jones, although not quite as absurd.  I think XEmacs dislikes Sun.
