Maybe because XEmacs currently only runs on Unix-based OS's and most
of those have long had 3 button mice?  XEmacs should be more forgiving
of 2-button mice environs, and I suspect it will when Windows ports
are available, but in the meantime, there are plenty of decent,
inexpensive 3 button mice available for PCs.
