No idea.  Well actually, that's not true, I do know how someone can do
it explicitly.  If you do a (setplist 'toolbar-cut 0), it'll be not a
plist.

And seeing as a had a crash report the other day due to a malformed
plist, maybe setplist should verify it's args and signal an error.

I notice that fsf emacs allows for the setting to the plist to anything
arbitrary as well.
