Ah, then nothing can be done about that.  The interesting (although
somewhat academic) question is whether XEmacs needs an X emulator at
all.

If the code were written cleanly enough, all that would be needed (as
far as the windowing stuff is concerned) is the support for the
appropriate device/console types.  As for the various system-dependent
stuff, much could be acquired from GNU Emacs.
