Yes.  The current behaviour is the correct one.  But if I remember
correctly, we were supposed to change the default to a value that
would help maximum number of people to edit their HTML without
problems.

Define "enough".  For some people the inability of the psgml-html as
shipped with XEmacs to indent frames properly is as great an outcry as
it can get.

Not that I like people/pages with frames, it's just that I want people
to like XEmacs.

True.  This is why we should provide (and, if possible, make default)
a DTD that makes the editing mode useful for all the people.
