What we have here is a failure to communicate.
Execute: (global-set-key 'kp_0 'forward-line)
THEN PRESS THE 0 KEY ON THE KEYPAD.

On 20.1 the cursor moves down one line.
On 19.15 you get the error: "kp-0 not defined".
