You are right -- an unconditional (require 'ange-ftp) should load
EFS.  But this solution assumes that the user wanted the FTP support
in XEmacs, which might not have been true -- he acutally might have
wanted just to use a few ange-ftp functions -- and that will break.

I think we shouldn't ship ange-ftp, if we ship efs.  Ergo, we
shouldn't ship ange-ftp. :-)
