  tm 7.104 uses images.el to normalize.  When tm-image calls
`image-register-netpbm-utilities' as same as w3, so
`image-register-netpbm-utilities' is called twice if tm and w3 are
used.

  I think it is better to initialize in images.el instead of calling
`image-register-netpbm-utilities'.
