That sounds reasonable to me (to the extent that I understand
everything that's gone on in this discussion).

But remember how this all started.

I had focus-follow-mouse nil (locally-active) and VM toolbar help
messages were getting sent to the wrong minibuffer (one that didn't
have focus).  When I switched to t (passive) they went to the right
one.

I'm just saying that there are other complications...
