OK.  I don't use many apps that popup, maybe only netscape/framemaker, but
I've never had this problem with anything except XEmacs.

Even if it really is a problem outside XEmacs, I think C-g should cancel a
dialog box.  Then lusers wouldn't have to resort to killing the process.
