Hmm... I have to admit being a tad confoozled here. I read this through
several times, went and got caffeine, read it again, and am still unsure
whether you mean:

A) Context Dependency is a Bad Thing...
B) Context Dependency is a Good Thing...
C) Context Dependency is a Good Thing, but hm-html-minor-mode implements
   it in a Bad Way due to bad menu package design
D) hm-html-minor-mode does it in a Bad Way because of a poor choice of
   what items to put on what menues in what contexts...
