In later versions of patch (GNU patch 2.4 is the only post 2.1 version 
deemed `safe' so far) they do, as they are never created when they are 
not specifically requested.

They shouldn't, but you need to rebuild lisp too.  Do it with `make
beta' as directed in `C-h B' or etc/BETA.

Agreed.  Anything different should be reported as a bug.  An extremely 
high priority in developmental versions of XEmacs is download
convenience/time for beta testers.
