Well, I cannot repeat it in 20.3-b19.

Try the following test: create a buffer "foo" (`C-x b foo RET'), write
something into it and press `C-x s'.  To me, XEmacs will not offer to
save "foo" because it is not visiting a file.  The same should go for
scratch.  What does the test reveal?
