To manage sessions. In theory you should be able exit X, drink coffee
and log in again and have all the windows programs etc come up exactly
like they were before. To be able to do this the session manager needs
to only to know what windows were open from which programs but also
how te restart them. I haven't seen the recent beta's but I suspect
the patch add exactly that information.
(I hope they did it right and and also added a -f restart-save-sesion
or whatever the command is to this command line).

One of the reasons you are confused is that because there weren't any
real session managers before this was a task the window manager took
over (partly).
