I've become rather used to those keys being bound to
find-file-other-{window,frame}.

It was about to suggest `C-x 4 f' and `C-x 5 f' when I discovered that
they were bound to the same functions.

So I guess it comes down to which bindings most people use.

`C-x ... C-f' for find-file-other-* seems more consistent, as
`C-x C-f' is find-file whereas `C-x f' is set-fill-column.

I also noticed that `C-x ... F' are also bound to find-file-other-*. 

If these can be redefined separately from `C-x ... f', then they might
be a good choice, as I presume that they less frequently used than the
other bindings.
