Definitely.  There's also a lot of good code that has passed through
gnu.emacs.sources that is waiting for sponsorship by someone on this
list to get added to the distribution.

The general procedure for adding new packages is basically:
Download it, try it out, hit it as hard as you can.  If it still looks
worth it post a url and necessary patches to the list.  If the code is
short enough, post the code directly on the list.  If the reaction is
positive, it'll get added.

We're sort of in a freeze right now, so it probably won't get added
immediately.  There are a handful of small unported FSF packages that
would be added despite a freeze (notably cpp.el, edmacro.el, and
xt-mouse.el).
