On a first build you should have one puresize adjustment (two total
links).  If the size is indeed too low on a first build, then the
default "cold build" value should be raised.  Having too high of a
starting puresize guarantees two links, having too low of a starting
puresize tends to generate three.

Things change too easily and it is *a lot* of work to compute the
puresize for all the various ways one can build XEmacs.  It might make 
sense to go through and update the initial guesses prior to a major
release (Chuck did this for 19.15), but I suspect the time taken by
such an endeavor could be better spent elsewhere.
