in /usr/local/xemacs-20.3-b11 with the command:

patch -p0 < official-patch-1

make succeed and here is my report.
As always, the report below has been created by my

xemacs-build-report.el which I would be glad to send to anybody
interested.

It now produces MIME attachments when (featurep 'mime-setup) and it's
custom-ized.

The are a couple of issues though:

When I tried C-x C-f from this message buffer (with quail-mode on as
well) I got following *Backtrace* after setting debug-on-error:
