   JUANCHACO, Colombia (AP) -- U.S. soldiers began a road-improvement
and school-building mission Wednesday in a jungle region of Colombia
where leftist rebels operate and near the base of the world's largest
cocaine cartel.

   An advance team of 14 soldiers that arrived last month was joined
Tuesday by 120 soldiers flown by helicopter to the humid coastal village
of Juanchaco.

   Juanchaco is 45 miles northwest of Cali, home of the cartel that
controls most of Colombia's $20 billion-a-year cocaine trade.

   U.S. and Colombian officials say the aim is to build a school and
clinic and to improve a road in the impoverished village. But some
newspapers and politicians say the real purpose is to pursue rebels and
drug traffickers, and accuse the United States of interfering in
Colombia's internal affairs.

   The mayor of Tulua, 75 miles east of Juanchaco, ordered the ColoAmbian
flag flown at half-mast until the American troops leave.

   And a leftist rebel group, the Renovation Socialist Current, issued a
statement condemning the U.S. presence.

   "We join the clamor of the multitudes, the political sector and the
news media which have demanded that this mission be suspended," the
statement said.

   About 25 unarmed American soldiers in jungle camouflage uniforms
prepared to unload equipment Wednesday on Juanchaco's beach.

   They were guarded by about a dozen Colombian soldiers toting
automatic weapons. One Colombian soldier searched the bags of onlookers,
mostly swimsuit-clad tourists and locals in shorts and T-shirts.

   The squalid, tropical town of wooden shacks and barefoot kids
overlooks the Bay of Malaga, where penguins in search of fish dive into
the sea from a string of tiny green islands. The town, which can be
reached from major cities only by boat or air, is flanked by rocky
bluffs topped by an impenetrable wall of dark green jungle.

   A Colombian soldier who asked not to be named said there were leftist
rebels in the region, but he said he didn't know where. 

   "Unlike us, they don't wear uniforms," he said. "They could be three
hours from here or a half hour."

   The American soldiers, who are mostly from the 46th Engineering
Battalion in Fort Rucker, Ala., refused to answer questions. One nodded
her head when asked if she was under orders not to speak to reporters.

   A tourist from the nearby city of Buenaventura said he thought the
vehement opposition to the American presence was not justified.

   "I don't see anything bad in this. They're helping the
infrastructure," Helman Caceres said. But he said he wondered why
officials chose such a controversial location for the mission.

   "There's something to this we're not seeing," he said. President
Cesar Gaviria, on a visit Tuesday to northern Colombia, defended the
mission.

   "This work is strictly civic and humanitarian," he told reporters.

   The Colombian government has in the past tried to improve roads and
schools in rebel areas to win the confidence of the people. But U.S.
participation in such an operation is extremely rare in Latin America.

   The U.S. Embassy in Bogota has refused to comment on the mission,
which was announced in Washington in December.

   Defense Ministry spokesman Jaime Vasquez said Tuesday that Juanchaco,
which is populated mostly by the descendants of African slaves brought
to Colombia to work in sugar cane fields, was chosen because of its
poverty. But there are many poor areas of the country where danger is
less evident.

railroads, highways, and airlines. An important trade center and the
chief Pacific port of Colombia, Buenaventura is also the processing
center for the surrounding region in which platinum, gold, and silver
are mined. In the city are distilleries, canneries, lumberyards, and
tanneries. The chief exports include coffee, hides, sugar, gold, and
platinum. Founded about 1545, the city was destroyed by Indians before
1600. Later rebuilt, Buenaventura thrived after the opening of theA
Panama Canal in 1914. Population (1985 preliminary) 193,000.

when noted at 2225 with talk by YL, then faded before 2230. I probably

and 3277 not audible. Mid-winter sub-continentals on 90mb have been a

3375    PAPUA NEW GUINEA: R Western Highlands on late and still
amazingly strong at 1320 with chamber music. This was Karai Svc as noted
// on 9675 - the latter fairly good but mixing with RR lang station.
Fair but going down rapidly on 3375 by 1336 with 'What's Love Got To Do
With It' pop tune. Extended service not on any other 90m PNG. Dec 26

3395.12 SUMATERA: RRI Tanjungkarang with powerhouse signal today at 2220
peak with lengthy talk by local announcer until short instrumental and
nice local ID at 2227. Signal level dropping rapidly at 2230+. Dec 26

3905    IRIAN JAYA: RRI Merauke very strong at 1330 with OM anmts
including mention of Merauke, then continuing pgme of native vocals
w/lots of drum accompanyments - sounded very much like a PNG. Dec 26 **
Next day, very good again with lagu ahead of 1300, but no SCI and just
an open carrier until Jak news relay finally came uo at 1305. Meantime,
hrd clear but much-weaker R New Ireland closing choral anthem at 1301.
Merauke (now the dominant signal on the channel every day) stayed strong
to 1340+ and still noted weakly across 1400 without Jak news as on 9680.

3975.82 JAWA: RRI Surabaya (presumed site, down from 3976.15 last
spring) at 1324-27, still readable with extended Jak relay - long talk
by OM, //4753.45 and 9679.94. Fading/covered by ham slop before 1330.

4775.12 INDIA: AIR Guwahati B audible for 1st time this season at 1148+
with pgme of sub-continental vocals and chants hosted by YL who
eventually gave closing anmt at 1215 and 1217* carrier off. Was on
4775.4 this time last winter. Not to be confused with Gangtok (unheard)

4830    THAILAND: HSK9 R Thailand E/S weak but readable at 1305+
w/classical music; R Thailand signature tune and full ID/freqs (not
mentioning 4830 as per usual) by OM in EE, fanfare and changeover from
Burmese to Cambodian lang service at 1311. 4830 then faded, but
continued fair and clear on //9655 which is only hrd irregular these
days. 1st log on 60m this season. Dec 26 (DMC)



4920    INDIA: AIR Madras with 5 pips at 1230 and EE news, //4860. YL
with apparent local news at 1235, not //Delhi Hindi news, until finally
into music at 1246. Fair. Dec 26 (DMC)



4925    SUMATERA: RRI Jambi already up to good level at 2210 with Qu'ran
chants. Later noted RRI Bengkulu-3264.85 peaking briefly to fairly good
level at 2240; also RRI Medan-4765.83, very strong carrier and good
audio level at 2245 peak. Medan notably weaker by 2300 but still
readable for anthem following Jak news at 2317. Good longpath afternoon
for Kalimantan/Sumatera, in spite of vy quiet geomag field. Dec 26 (DMC)



5005.03 NEPAL: R Nepal at 1243 with news or commentary pgme followed
byapparent live phone-in (heard the telephone ring) dialogue with 
another OM at 1144. Good signal using LSB and notching presumed 
RTM-5005.2 het. Dec 27 (DMC)



5009.98 SINGAPORE: SBC with good open carrier here and 5151.8 at 2155
before orchestral theme at *2157 and YL with news in EE at 2200. Rather
weak audio level on both channels and did not improve thru 2230.
Possibly going off-air Dec 31 for good on 60m. Dec 27 (DMC) 



5055.4  UNID: Very weak carrier here noted at 1250 - possibly Nabire for
first time since reactivated in Nov but must be irregular - not present
at all during the same timeframe on other recent and much  better Irian
Jaya openings. Dec 28 (DMC) 



5069.9v VIETNAM: RTV Kontum almost surely the weak carrier here at 1145
and varying slightly to 5069.95 but gone at 1152 recheck. S/off after
1145 and before 1200 fits their monitored sked; reported at 1145 on
5069.6v by TIN in RPDXL #27. Dec 27 (DMC)



6035    SRI LANKA: TWR Puttalam at 1328 with simple, repetitive
instrumental IS of the hymn 'Send The Light'. YL opening at 1330 in some
presumed Indian lang but very weak. Clear channel, however, with FEBC
via Khabaravsk no longer here, as last winter. This is the former SLBC
12.5 kW Collins transmitter. Dec 27 (DMC)



6329.3v VIETNAM: RTV Son La fairly decent signal with usual hill tribe
vocals and chants at 1253; initially on 6329.28, varying to 6329.35 at
1300 with anmt by OM, them more local music. Nice today but often

6560.1  IRAQ: Repl of Iraq Radio (presumed) at 1309 with Arabic chants
and ME music. Fair using USB with slopover from Pyongyang on 6560. Dec

6630.3v VIETNAM: Bac Thai B/S up today from 6629v at 1256 ending hill
tribe chants, anmts by YL brcketed by fanfare, then OM at 1257. Fair,
with freq varying between 6630.25 and 6630.3. This one is definitely the
most reliable VT regional so far this winter. Dec 27 (DMC)



9679.92 JAWA: RRI Jakarta very strong at 1255 ending ENGLISH pgme
(probably half-hour weekly) with good-bye and happy New Year greetings
to listeners by OM; then pop tune 'Golden Years' and Indo OM making anmt
(probably the sked) concerning the preceding English pgme before 1259
SCI. Ten hours later, surprised to find this mixing at almost equal
level with RFE (in Russian) to the latter's 2300*, then tailend of SCI &
2300 Jak news dominant over another VOA signal. Dec 28 (DMC)

3264.65 SULAWESI: RRI Gorontalo was indeed the one shifted down to here
in mid-Nov (cf NU 1248) from usual 3266.4 per Juichu Yamada/Japan, via
Hans Johnson. Since noted in mid-Dec+ back on 3266.4 (DMC) 

3324.95 KALIMANTAN: RRI Palangkaraya noted briefly w/YL Jak news at 2210
at weak-fair level; fading into noise and not //3395.12 at 2218 recheck.

3334.95 TAIWAN: CBS Taipei fading up just ahead of 2200 w/oriental vocal
to YL anmts at 2159; time pips+long tone at 2200, presumed ID, fanfare
and into news by YL - sounded like standard Chinese. Fair and quite
readable to 2215 on SE Beverage, then faded fast. Dec 19 (DMC)
          
3373.5  JAPAN: NHK Osaka-2 (JKM-20) from 1145 fade-up with lengthy talk
by OM to 1159 YL anmts and orchestral bridge. YL talk from 1200-1210+.
Nice level for 300 watts in USB as signal peaked 1200+, far better than
ever hrd on former 3377.5. Spillover from 3260 PNG disappointingly
blocked any indication whether reportedly active NHK Fukuoka-1 was
present in USB mode (600 watts) on 3259. Also noted NHK Tokyo-1 in USB
on 3607.5 but poor - severely hampered by ute. Dec 23 (DMC)

3904.8  SUMATERA: Banda Aceh apparently inactive for several months now
in the local morning - no trace of a carrier yet this season at the
typical *2300. Last checked on Dec 19 (DMC)

4725    MYANMAR: V of Myanmar found at very good level 1249+ with
Christmas carols (!), including 'Oh Little Town of Bethlehem', 'Hark The
Herald Angels Sing' and 'Oh Come, All Ye Faithful' consecutively to

4760    ANDAMAN ISLANDS: AIR Pt Blair (apparently still this site) fair
(using LSB) at 1231 with National Hookup EE news, mixing at equal level
with Yunnan PBS which was on 4760.03 today, up from recent 4759.85v. Dec

4769.97 UNID: At 1210+ with YL in Asian language, seemingly with
repetitive statements, then semi-classical music interspersed with YL
anmts to 1222. Weak level, sometimes ute QRM. Off the air at 1227
recheck but found back on again at 1238 w/low level vocal. Possibly
wandering Son La or another Vietnamese regional? Heard only on Dec 5
(DMC)   

4788v   VIETNAM (SOUTH): RTV Gia Lai, Pleiku, fair level at 1258 with
hill tribe vocal, short closing anmt (distorted) by YL at 1158:30 /
1159*. Dec 5 (DMC)

4789.65 IRIAN JAYA: RRI FakFak still at fair/clear level 1412 w/generic
RRI ID by YL hosting pgme of domestic vocals. Muslim-style music/chants
across 1430, still w/fair peaks. Audio finally faded fast by 1440 but
noted carrier to 1459*; then checked 3644-46 kHz but no carrier
detectable. Dec 19 (DMC) 

 
4790.5  INDIA: AIR Shillong at 1348 with YL hosting special pgme of
Christmas  carols & songs in English; announced end of this special "New
Year's" pgme at 1359, OM with AIR ID at 1400, then apparently a
commentary still in English. Surprising fair-good initially; becoming
weak and QRM'd by unusually still strong FakFak het after 1400. Dec 19

4790.5  PAKISTAN: AKR (via Islamabad) - my report of this at 1410 on Nov
14 (cf NU 1248) was obviously incorrect. It was AIR Shillong; AKR is on
a slightly lower freq from *1430. Sorry! (DMC)

5010    INDIA: AIR Thiru'puram tentatively noted (1st time) briefly at
1231, seemed YL with EE news, //4920 Madras (which was over co-channel
Brisbane, still on the air at that time). Poking thru SBC talk by  OM
until it went into music at 1234 and the presumed AIR was buried. Dec 5
(DMC)  

5010    CHINA: Guangxi PBS dominating channel today and fair-good at
1159 w/talk by YL in Chinese (or dialect?); another signal fading up and
mixing with China, creating a jumble on the freq at 1215+, unsure if SBC
or AIR (or both), though tentatively the latter with OM news at 1230, //
vy good AIR Delhi-4860. Dec 24 (DMC)    

5597v   VIETNAM: Lao Cai B/S (site per TIN in RPDXL #26 + Foster in
Oct/93 OZDX) at 1241 with hill tribe chants at very weak level, then
muffled talk, drifting to 5596.95. Dec 23 ** Next day, on 5596.92 at
1209, slightly better level with OM choral chants but growling
transmitter. Dec 24 (DMC)    

5990    MYANMAR: V of Myanmar unusually good (using LSB) at 1318
w/domestic vocals hosted by YL; instrumental interlude - possibly a
signature tune at 1329, church or town hall bells + single gong at 1330,
YL with ID, then OM w/possible news. Also noted Myawadi B/S fair on
5972.95 thru adjacent splash w/domestic vocal at 1322. Dec 23 (DMC)  

6129.91 LAOS: Lao National Radio very strong at 1220-26 with OM
commentary, fanfare and further talk. Dec 23 ** Next day, rather low
level audio at 1155 but came up strongly for 7 gongs at 1200, ID,
fanfare and into news. No sign of CHNX either date. Dec 24 (DMC) 

6140    AUSTRALIA: ABC Perth still on the air - noted at 1303+ with ABC
news, cricket hilites and coastal weather; 9610 much weaker. 4920/9660
Brisbane missing and presumed off for good. Dec 19 (DMC)

6329.35 VIETNAM: RTV Son La (site per TIN in RPDXL #27 + Foster as
above) on 6329.35 (quite stable) at 1240 with YL talk. Rather poor thru
ute on lower side. Dec 18 ** Also noted on same freq at 1208 with
flute-like domestic instrumental; fair signal on USB but again severe
ute QRM making this one difficult. Could not locate a 60 mb/ channel
most recently reported on 4697v. Dec 24 (DMC) 

6617v   VIETNAM: UnID regional (suspect Cao Bang reported on 6551 in
Sept by Foster in OZDX) just fair on 6617 at 1241 with YL talk and
possible crowd responses. Carrier dropped out briefly, then back on
6617.06 w/YL talk again at 1242. Dec 19 ** Very good on 6616.98 at 1238
w/OM talk, then suddenly off the air at 1240. Dec 23 ** Next day,
audible at fair level before 1200 but off the air at 1205 and later
rechecks. Dec 24 (DMC)

6629v   VIETNAM: Bac Thai B/S (site per TIN + Foster as above) at 1235+
with talk by YL, into chanting vocals at 1240. Quite good level,
frequency varying between 6628.85 and 6629.15 within 10 mins. Dec 18 **
Noted on 6629.22-25 fair at 1237-41 with hill tribe chants. Dec 23 **
Next day, fair-gd up on 6629.85 at 1207 with YL ending news or talk,
then switching to OM talk. Exceptionally good peak at 1218 recheck
w/drums, chanting accompanyments and had drifted down to 6629.62. Dec 24

9612.35 IRIAN JAYA: RRI Jayapura w/ample carrier but only low level
music at 1445; fairly clear SCI at 1459:30 but Jak news as noted on 9680
was unreadable. Not there at 1345 so likely circa *1400. Although listed
variously as 7.5/10 kW, David Foster in Oct/93 OZDX says "probable
output power is presently 500 watts or less". Dec 19 (DMC)

9675    PAPUA NEW GUINEA: NBC Pt Moresby at 1258 loud & clear with
classical music; much lower audio level for YL ID/TC at 1300 and into
news, including a item re Bougainville "insurgents" at 1302. Dec 19

Caught what I hope is AIR on 9610.000 at 02:27Z (7 Jan) in unknown (to
me) language. poor sound; -105 dBm (pretty weak). Does this seem like
India to you guys?

Also what I assume (based solely on '94 Passport) is R. Cora on 4914.493
on 7 Jan at 0239Z (LONG recording made). Any other likely candidates for
this time/freq?
