WHAT IS IT?

Trusted Information Systems, Inc., is pleased to provide TIS/MOSS, a
reference implementation of MIME Object Security Services (MOSS).  In
order to foster acceptance of MOSS and provide the community with a
usable, working version of this technology, TIS/MOSS is being made
available for broad use on the following basis.

TIS/MOSS is distributed in source code form, with all modules written in
the C programming language.  It runs on many UNIX derived platforms.

TIS/MOSS is a product of Trusted Information Systems, Inc.


WHAT YOU CAN (AND CANNOT) DO WITH TIS/MOSS

The license at the end of this note gives specific legal terms and
conditions.  The following is a layman's interpretation, for information
only and with no legal weight.

1. TIS/MOSS is for sending and receiving MOSS-based email.  It is not to
   be utilized in any form or for any purpose other than to send and
   receive MOSS-based mail.  Other than the restriction that the code is
   to be used for MOSS-based mail, there is no limitation on the
   purposes for which it may be employed.  It is specifically intended
   that TIS/MOSS be used to protect the full range of email
   transactions.  In particular, users are encouraged to use it for
   research, education, personal, and internal commercial transactions.

2. You can distribute TIS/MOSS freely within your organization under the
   same terms and conditions as the TIS/MOSS license.  You cannot
   distribute TIS/MOSS outside of your organization.  This restriction
   is intended to avoid inclusion of TIS/MOSS as part of a commercial
   offering.  TIS/MOSS and its documentation may not be incorporated
   into any program, product, or service that is sold or for which any
   revenue or other consideration is received.

3. TIS/MOSS may be used with certificates issued within the Internet
   certificate hierarchy, with certificates outside of this hierarchy,
   or with bare public keys.  In any case, users are responsible for the
   trust invested in any certificate or key.

4. The certificate and key issuing facilities of TIS/MOSS may be used to
   issue certificates and keys within your own organization.  You can
   not issue certificates or keys to persons or entities outside of your
   organization.

5. You can modify TIS/MOSS as required to port it to other operating
   systems and compilers.  Any such modification is subject to the terms
   of this license.  TIS requests, but does not require, that you give
   TIS a copy of the changes.

6. You can not send TIS/MOSS outside the United States or Canada, nor
   can you give it to anyone who is not a U.S. or Canadian citizen and
   does not have a U.S. "green card."  (These are U.S. State and
   Commerce Department requirements because RSA and DES are
   export-controlled technologies.)

7. As with any system involving cryptography, there are certain risks
   which are inherent.  Users are particularly cautioned that the
   security of their email depends in part on unpredictability of the
   keys and on the protection of private keys.  Both of these matters
   are dependent on the execution environment, which is outside the
   control of this code.  TIS assumes no liability for any flaws in the
   security of this system.  System Administrators and Users are
   referred to the documentation for further guidance.

A TIS/MOSS electronic users group mailing list has been created for
discussions related to the use of Trusted Information Systems' MOSS
implementation.  Please send contributions to the list proper to
"tismoss-users@tis.com".  Administrivia, e.g., additions to or deletions
from the list, should be sent to "tismoss-users-request@tis.com".

TIS/MOSS technical questions, license issues, bug reports, etc., should

DEVELOPERS GROUP

A PEM/MOSS Developers mailing list has been created for discussions
related to the development and deployment of Privacy Enhanced Mail and
Mime Object Security Services systems.  Please send contributions to the

CERTIFICATE REGISTRATION

Users or groups who wish to use TIS/MOSS with certificates that are
part of the Internet certificate hierarchy should contact the
appropriate certification authority.  Organizations wishing to issue
certificates to their users should contact a Policy Certification
Authority (PCA).  Both TIS and RSADSI operate PCAs.

		       PROGRAM LICENSE AGREEMENT


			      Version 7.1
			       July 1995


Trusted Information Systems, Inc.  ("TIS") has developed TIS/MOSS, a
program, for the transmission and receipt of MOSS-based email.

TIS grants you a license as follows to the TIS/MOSS program:

     1.  LICENSE.  TIS grants you a non-exclusive, non-transferable
license for the TIS/MOSS program (the "Program") and its associated
documentation, subject to all of the following terms and conditions.
In accepting a copy of the Program you agree to the following terms
and conditions.

     This license permits you to:

           a.    use the Program in the United States and Canada 
                 to receive and/or send MOSS-based email;

           b.    create and sign certificates for people and entities
                 within your own organization;

           c.    make copies of the Program for back-up purposes;

           d.    modify the Program solely for porting or to
                 incorporate the Program into other email
                 programs for your own personal or organizational use.

	   e.    distribute the Program within your organization.


     2.    LIMITATIONS ON LICENSE.

           a.    You may only use, copy, modify, and distribute the
                 Program as expressly provided for in this Agreement.
                 You must reproduce and include this Agreement and
                 TIS' copyright notice on any copy and its associated
                 documentation.

           b.    No part of the Program may be incorporated into any
                 program, product or service that is sold or for which
                 any revenue is received.

           c.    The Program, if modified, must carry prominent notices
                 stating that changes have been made, and the dates of
                 any such changes.

           d.    All rights not expressly granted herein are reserved to
                 TIS.

     3.  NO TIS OBLIGATION: You are solely responsible for maintaining
the unpredictability and integrity of all cryptographic keys used with
the Program and the security of the operating environment in which the
Program may be used.  The mechanism implemented by the Program has
inherent limitations, and you must determine that the Program
sufficiently meets your requirements.  You are solely responsible for
all of your costs and expenses incurred in connection with the
distribution of the Program or any Application Program hereunder, and
TIS shall have no liability, obligation or responsibility therefore.
TIS shall have no obligation to provide maintenance, support, upgrades,
or new releases to you.

     4.  NO WARRANTY OF PERFORMANCE.  The Program and its associated
documentation are licensed "as is" without warranty as to their
performance, merchantability, or fitness for any particular purpose.
The entire risk as to the results and performance of the Program is
assumed by you.  Should the Program prove defective, you assume the
entire cost of all necessary servicing, repair, or correction.

     5.  LIMITATION OF LIABILITY.  Neither TIS nor any other person who
has been involved in the creation, production or delivery of the Program
shall be liable to you or to any other person for any direct, indirect,
special, incidental, consequential, or punitive damages, even if TIS has
been advised of the possibility of such damages.

     6.  PROPRIETARY RIGHTS.  TIS believes that TIS is the sole author
of the Program and that it does not know of any patent, trademark,
copyright, trade secret or other proprietary rights of others that would
be infringed by the use of the program as permitted by this license.
Except as set forth herein, TIS makes no representation or warranty
concerning proprietary rights infringement.

     7.  EXPORT CONTROLS.  The Program may be subject to export
controls.  You agree not to export the Program from the United States of
America or Canada.  You are advised to consult with the State
Department's Office of Defense Trade Controls.

You agree to comply with and to do all things necessary to comply with
the Regulations of the United States Department of Commerce and the
United States Department of State relating to the Export of Software
and/or Technical Data, insofar as they may relate to the Program, and to
obtain the required government documents and approvals prior to the
export of any technical data disclosed or the direct product related
thereto.

     8.  TERM.  The license granted hereunder is effective until
terminated.  This license shall automatically terminate without notice
if you breach any of the provisions hereof.  You may terminate it at any
time by destroying the Program and its associated documentation.

     9.    GENERAL.

           a.    This Agreement shall be governed by the laws of
                 the State of Maryland.
